Vikas Vaibhav, IPS: The Officer Inspiring a New Bihar

Some public servants are remembered for the posts they held. A rare few are remembered for the people they lifted. Vikas Vaibhav, IPS, belongs firmly to the second kind — a decorated police officer who has served in some of Bihar’s toughest assignments, and the force behind Let’s Inspire Bihar, a movement that is rekindling pride, purpose and possibility among the state’s youth.

In a state as vast and storied as Bihar, it is easy to admire achievement from a distance and harder to believe it belongs to you too. That gap — between a glorious past and an uncertain self-belief — is exactly what Vikas Vaibhav has spent his career trying to close, first through the discipline of policing and now through a social movement that speaks directly to the young. His story is a reminder that institutions are only as good as the individuals who choose to serve with conviction.

From IIT Kanpur to the Indian Police Service

Vikas Vaibhav completed his formal education at the Indian Institute of Technology, Kanpur — one of the country’s most competitive engineering institutions. For many graduates of the IITs, that degree is a passport to the private sector or to a career abroad. He chose a different road. In 2003, he joined the Indian Police Service, in his own words, “with a mission of contributing towards positive change.”

That phrase is worth pausing on, because it has clearly guided everything since. A career in the IPS is demanding anywhere; in Bihar, it has meant confronting hard law-and-order challenges while never losing sight of the larger goal of building trust between the state and its citizens. The engineer’s training — structured thinking, problem-solving, an appetite for scale — would later shape how he approached both policing and social reform.

A career across Bihar and beyond

Over two decades of service, Vikas Vaibhav has held a remarkable range of assignments. He has served as Superintendent and Senior Superintendent of Police in districts across Bihar — including Patna, Bagaha, Rohtas, Purnea and Darbhanga — postings that place an officer at the very front line of public safety and administration. He went on to serve as Deputy Inspector General of the Eastern Range in Bhagalpur, and as DIG of the Anti-Terrorism Squad (ATS), Bihar.

His responsibilities have extended well beyond conventional policing. He has served as Inspector General of Homeguards and Fire Services, as Special Secretary in the Home Department, Government of Bihar, and as an Advisor to the Bihar State Planning Board — roles that sit at the intersection of security, governance and long-term development. He has also served nationally, as Superintendent of Police with the National Investigation Agency (NIA) in Delhi, and today holds charge as Inspector General of Police, Magadh Range, Bihar.

Read as a list, these are impressive titles. Read as a journey, they tell the story of an officer entrusted repeatedly with difficult, high-stakes responsibility — and one who has used each posting as a vantage point to understand what Bihar needs, not just in terms of policing, but in terms of hope.

Let’s Inspire Bihar: a movement for a new Bihar

If his service record explains the officer, Let’s Inspire Bihar explains the man. Launched on Bihar Diwas, the state’s foundation day, the movement began with a simple but powerful idea: that the people of Bihar — and especially its young — must become the primary authors of the state’s revival. It is a social and non-political initiative, deliberately kept above party lines so that it can belong to everyone.

The movement channels energy into the areas that decide a society’s future: education and skilling, employment and entrepreneurship, health and sanitation, women’s empowerment, and the fight against social evils such as casteism, communalism, dowry and addiction. Running through all of it is a thread of heritage and self-respect — a conviction that a people who know the greatness of their own history will demand a greater future for themselves.

What makes Let’s Inspire Bihar striking is its tone. It does not lecture the young about what is wrong; it invites them to take ownership of what could be right. Volunteers and chapters have taken root across Bihar’s districts and among its large diaspora, turning a single officer’s call into a widening community of people who have decided, quietly and seriously, to give something back to their home state. For a generation often told that opportunity lies only elsewhere, that message — build it here, build it together — is genuinely radical.

A historian and reader at heart

Behind the uniform is a man deeply in love with ideas. Vikas Vaibhav is a keen reader of Indian history, culture and philosophy, and an avid traveller who seeks out historical sites across the country to study “the imprints of human activities in the timeline.” That curiosity is not a hobby kept separate from his public life — it is the root system beneath it. His belief in Bihar’s future is grounded in a clear-eyed appreciation of Bihar’s past: the land of Nalanda and Vikramshila, of Chanakya and countless thinkers whose influence shaped the subcontinent.

He has shared this intellectual life generously and publicly for years — writing on history at Silent Pages of India, reflecting on his experiences in uniform at Cop in Bihar, and exploring ideas with the country’s youth through his writing on intellectual tradition. In an age of fleeting attention, his insistence on reading, writing and reflecting is itself a kind of leadership — a demonstration that depth still matters.

Why his work matters for Bihar’s youth

Role models change what young people believe is possible. When someone who topped a tough path from IIT Kanpur into the IPS chooses to spend his energy not on personal comfort but on uplifting an entire state, it reframes ambition itself. Success, in his example, is not just what you achieve — it is what you enable in others.

For a young person in a small town in Bihar, Let’s Inspire Bihar offers something that government schemes and motivational speeches often cannot: a community of peers and mentors who have decided that their home is worth their best effort. The message is not that Bihar’s problems are small — they are not — but that Bihar’s people are more than equal to them. That shift, from waiting for change to becoming the change, is the quiet revolution Vikas Vaibhav has set in motion.

A shared belief in Bihar’s future

At Covlor, this story resonates for a simple reason: we share its starting point. Covlor is a technology brand with its own roots in Bihar, founded by an IIT alumnus who believes — as Vikas Vaibhav does — that talent and ambition are not the monopoly of a few big cities, and that the next chapter of India’s progress can and should be written from places like Bihar. Our long-term vision of building more engineering and opportunity in the state is, in its own modest way, part of the same hope that Let’s Inspire Bihar has done so much to awaken. You can read more about that journey in our stories on building an Indian brand from Bihar and the idea of a technology startup rooted in Bihar.

Movements like his and enterprises built with the same conviction are not in competition; they are two expressions of one idea — that Bihar’s finest days lie ahead, and that they will be built by Biharis who choose to stay, return and contribute.

An example worth following

Vikas Vaibhav’s career could easily have been a straight line of distinguished postings, quietly admired and soon forgotten outside official circles. Instead, he has turned his position into a platform for something larger than himself. He has shown that a police officer can also be a historian; that a civil servant can also be a social entrepreneur; and that genuine service is measured not by rank, but by the number of people who stand a little taller because of your work.

For the youth of Bihar — and for anyone who believes that a place is only as limited as its people allow it to be — his life offers a clear and generous lesson: do your duty with excellence, stay rooted in who you are, and spend your strength lifting others. That is how one person helps inspire a whole state.
